I have a video device that only supports component and DVI.
I do have CAT-6 cable capabilities from my receiver to the video device (30 feet distance).

Can i use KD-CATHD250PoH to display the video from my HDMI receiver to a DVI port on my video device? My video device does not have a HDMI port and my audio will come the receiver...

    Yes!
HDMI video is compatible with DVI video.
All you will need is a simple HDMI-DVI adapter to connect to the DVI port on your video device, and you're good to go.
